THE U.K.

The United Kingdom of Great Britain and Northe
Ireland lies at the northweste
edge of Europe, separated from the European mainland by the English Channel, the North sea, and the narrow strait of Dover. The country consists of the formerly separate Kingdoms of England and Scotland, the principality of Wales - which are collectively referred to as Great Britain -and six counties of Northe
Ireland. Other integral parts of the United Kingdom are: the outlying Hebrides. Orkney Islands, and Shetland Islands off the coast of Scotland; Anglesey (Gwynedd), off the coast of Wales; and the Isle of White off the southwest coast of England. Separate from the Kingdom but administered by the crown, each with its own laws and systems of taxation are; the Isle of Man, located in the Irish Sea, and the Channel Islands, located off the north-west coast of France.

The total area of the country is 244 mln. sq. kms. and population is 57,4 mln. people. The capital of the U.K. is London. A new territorial division was introduced in the middle of 1970-s. According to it England and Wales are divided into 54 counties, within which there are 369 smaller districts.

The U.K. is a constitutiotial monarchy which means that the Queen (orthe King) is the official Head of state, and for many people, a symbol of the unity of the nation. But in fact the country is gove
ed by her Majesty's Gove
ment with the Prime Minister at the head of it.

The system of power is a complex of organically connected and bounded together gove
mental bodies, establishments and persons given die highest authority, and also political parties and organizations directly having the power and putting it into life.

The sources of power in a democratically organized community arе its people and its system. And first of all, key figures within this structure should be under control of the people. This system is the core of legal functioning and serves as the foundation of state and public life. Its main parts are legislative and executive power.

The most interesting and important aspect of the British political system, its pecularity, lies in its division of powers, the main 4 principles of which are:

-    sovereignly of the Parliament, as the highest body of political management;

-    the leading rule or the Cabinet and the Gove
ment in the legislative process;

-    a strict Parliamentary and committee control of the legislative branch;

-    a special role given to the State Machinery, which not only executes the instructions, but also influences a political process.

The principle of division is combined with ihe principle of interaction. A special centre, which brings together the legislative anil executive powers, and at the same time is the centre of making important political decisions is the Cabinet, and its leader, the Prime Minister.

THE LAW

Although the United Kingdom is a unitary state, England and Wales, Scotland and Northe
Ireland all have their own legal systems and law courts. There is substantial similarity on many points, but considerable differences remain in law, organization and practice. In Northe
Ireland procedure closely resembles that of England and Wales but there are often differences in enacted law. However, a large volume of mode
legislation applies throughout the United Kingdom and there is a common distinction between criminal law, conce
ed with wrongful acts harmful to the community, and civil law, conce
ed with individuals' rights, duties and obligations towards one another.

The main sources of law are legislation, common law and European Community law, Legislation consists of Acts of Parliament, Orders (rules and regulations: made by ministers under the authority of an Act of Parliament) and by-laws made by local gove
ment or other authorities exercising powers conferred by Parliament.
